Overview:

It is important for all voting citizens to have equal access and resources to voting material. Ramsey County has a growing Hmong community that should be given better language accessibility resources. Given the data UCLA VRP gathered, it shows that the minority community in Ramsey County should meet the statistical benchmark required for Section 203 liability.
