Juliana Phan
Juliana Phan (they/them) started working as a Research Analyst with the LPPI in February 2024. Their main interest lies in advocacy for immigrant and refugee communities through affordable housing policy, election work, and local government. They are responsible for LPPI’s research on Latino representation in California’s judiciary and assisted with the development of the Latino Data Hub.
Prior to working with the LPPI, Juliana contributed to research relating to election data and education equity at the American Civil Liberties Union and the Southern Poverty Law Center. Alongside a coalition of AAPI nonprofits in Orange County, they were also heavily involved in the 2020 city council redistricting process in predominantly Asian American and Latino areas surrounding Little Saigon. They have worked and volunteered frequently with nonprofits organizing around Orange County and Houston.
With a background in both technical computing and grassroots organizing, Juliana’s main focus is using data to uplift low-income communities of color starting at the local level and to ensure their narratives are heard. They are pursuing a M.S. in Applied Statistics and Data Science at UCLA and hold a B.A. in Statistics and Social Policy Analysis from Rice University.
