Kodiak Island Borough has a growing Filipino population. Although the population does not meet the Voting Rights Act benchmark, it still has a large population that needs better assistance when it comes to elections. Kodiak Island Borough should provide all election materials in English and in Tagalog to prevent voter disenfranchisement.
