Overview:

Kaua’i County has a growing and sizable Filipino and Japanese community. Given the data that UCLA VRP collected, it shows population characteristics that should qualify them to be covered by Voting Rights Act Section 203. Kaua’i County needs to specifically invest more in language access resources for Tagalog and Japanese communities so that they do not disenfranchise minority votes.
