“All along we have argued that English learners need additional time under normal circumstances, because they’re being asked to do much more than the typical kid who speaks English. They’re chronically short on instructional time, and this has exacerbated this so much that I worry … that they’re so far behind and they can’t catch up, and they just give up,” says Patricia Gandara.
