Recent UCLA LPPI research indicates that home rebuilding remains slow, with nearly seven in ten severely damaged houses showing no visible progress. Many Black, Latino, and AAPI homeowners are still navigating insurance delays and rising costs, while tenants face displacement as affordable housing remains unrepaired or sold to investors. Meanwhile, small business owners are also facing challenges related to displacement and business continuity.
