President and CEO of the California Primary Care Association

Francisco J. Silva is the President and CEO of the California Primary Care Association (CPCA), the leading voice for over 1,300 nonprofit community health centers and clinics that provide comprehensive healthcare services to over 7.6 million Californians annually, over half of whom are Latino. Francisco leads CPCA’s mission to expand healthcare access, promote equity, and ensure culturally competent care across the state. Under his leadership, CPCA advocates for sustainable, community-centered healthcare solutions that position health centers and primary care at the center of California’s healthcare landscape. Before joining CPCA, Francisco spent almost two decades with the California Medical Association (CMA), where he served as General Counsel and Senior Vice President of Legal Affairs, Economic Services, and Health Policy. His expertise and dedication to advancing healthcare policy have earned him numerous accolades, including recognition in Capitol Weekly’s Top 100, which honors influential leaders in California politics and policy, and as one of the Top 25 Latino Change Makers by The Sacramento Bee for his leadership and impact.

Francisco is not just a proponent of the California Dream—he is a product of it. He emigrated to the Salinas Valley from Mexico with his family at the age of four. Alongside his parents and siblings, he worked as a farmworker, an experience that shaped his commitment to creating opportunities for underserved communities and improving the quality of life for all Californians.  He holds a bachelor’s degree from Santa Clara University, a law degree from UCLA School of Law, and an MBA from the USC Marshall School of Business.

Francisco serves on the California Healthcare Finance Authority Board as a gubernatorial appointee and on the boards of Manifest Medex and the Gil Basketball Academy (GBA).
